[Ofa_boardplus] Proposal for Ground rules governing amendments to the Bylaws

As I promised to do, attached is a proposal for a set of ground rules to be used during the process of amending the Bylaws.  This is for discussion at today's XWG meeting.  No votes are being requested for today.
