[Ofa_boardplus] Result of today's XWG meeting

Attached are the proposed ground rules to be used during the process of amending the Bylaws, as discussed and amended at today's XWG meeting.  Today's discussion resulted in only a few small changes.

There was significant discussion about Board membership, with the XWG expressing optimism that the issue with one member will resolve itself, thus obviating the need to vote to resolve the issue.

Next step is for me to publish this to the ofa_board mailing list for action at the October 20th Board meeting.  (note: Cray will not be present for the October board meeting, so will be relying on others to present the proposal.  This may require finding another promoter to adopt the proposal as his/her own.)
