[Ofa_boardplus] OFED license statement

Seeking clarification on the motion:  The previous OFED releases contain a file called LICENSE.  Is the proposed text suggested as the contents of a file called README.license meant to replace the file called LICENSE?

By the way, as a result of the current state of the OFA stack, I think that current LICENSE file is somewhat useless.
