[Ofa_boardplus] Meeting Minutes from 5 October 2017

Mike a few quick points:
- 5 NVMe: it's Marketing WG, not Media WG

- 6 LF SoW: I don't think it's necessary to make a distinction betw a Sow
and a contract. I think it's helpful for this group to view the SoW as a
contract.

- 7 Budget: I don't think the use of the term "hire" in various forms is
necessarily wrong, but I believe it has connotations that aren't useful. I
don't think the OFA should ever "hire" anyone -- all that makes sense is
various contract services, all engaged at the discretion of the OFA
