[Ofa_boardplus] OFA Repo and Maintainer List cleanup

Yes, we do have to provide support for Intel MPI and Xeon Phi Co-Processor for a couple more years. IBM DB2 PureScale is also a consumer of DAPL, mainly because of the OS agnostic RDMA interfaces.
