[Ofa_boardplus] A little more on the OFA 2019 budget

As acting Treasurer, I developed some briefing materials on the 2019 budget
for the XWG meeting yesterday. I asked for the chance to talk about this
because the Board needs to make some decisions on how to deal with forecast
I've made for a loss in 2019.

I deeply appreciated the discussion, in particular a question as to how
much our reserves, our "accumulated surplus", has gone down thus far
this year.

Following is the answer:

Accumulated Surplus
$323,272 as of 12/31/17
  295,000 as of 8/31/18
-------------
  $28,272 reduction
