[Ofa_boardplus] Review comments on IPR Policy

Red Hat/IBM has no comment on the other documents, they appear fine.
The IPR Policy had a few items that needed addressed.  The attached
document has the suggested changes already written in with change
tracking turned on so you can see the old and the new.
