[Ofa_boardplus] Proposed policy documents for this week, notice of Voteable items

I have tentatively modified the Membership Policy with the comments
that have been provided in the past.  I'm attaching the proposed
version to this email.  The primary modifications are that all
references to the entity list and to export restrictions have been
removed, and membership levels have been renamed as discussed before,
and membership dues adjusted to reflect their current cost.

The proposed Membership Agreement is also attached.
