[Ofa_boardplus] A few schedule changes

Due to the upcoming SC24 conference and the inevitable conflict with our
Board meetings, I have canceled the 2nd Thursday XWG on Nov. 14 and moved
the Board meeting to that day.  We also expect that, due to vacation
absence on my part, to hold the Dec. Board meeting on Monday, Dec. 2nd.  We
might opt to cancel that one instead.  We can make a decision on that at
the next meeting.
