OFA_OpenFabrics_Manager Proposed motion for OFM Charter approval

Let's plan to spend most of tomorrow's meeting reviewing this slide deck.
If we're happy with it, it will be presented to the XWG on Thursday for its
consideration prior to an anticipated Board vote next week.  It will need a
Promoter Member to formally offer the motion to the Board.
