[Openframeworkwg] OFWG practices and procedures

Minor edits from previous drafts.  The only substantial change is the removal of the clause allowing modification of these policies and procedures via a 2/3 vote of the OFWG members, since the policies and procedures document is a product of the Board, not of the working group.
