[ofiwg] libfabric 1.1.0rc4 and fabtests1.1.0rc1 are now available

New RC packages for libfabric and fabtests are available from:

www.openfabrics.org/downloads/ofi

The libfabric 1.1.0 release is pending verification that the latest spec file changes work with the OFED distribution, and confirmation from the provider maintainers.  An RC1 package for fabtests was also created to address OFED installation errors.
