I somehow relate libfabric to the word "transport":

"a transport [oriented] API designed to support user mode IPC services". 

My 2 cents.

I think the same description could apply to MPI, SHMEM, and others.  Apps could definitely target libfabric APIs directly, but for practical purposes, libfabric is targeting middleware, especially in the short term.
