[ofiwg] libfabric 1.1.0rc1

I've finally published rc1 for the next release - 1.1.0rc1.  The release package is available for download from here:

There have been several bug fixes and enhancements to the various providers since the 1.0.0 release.  Additionally, the fi_info 'test' application was moved from fabtests into the libfabric package.  New APIs were added to libfabric that allow fi_info to display (with help text) all framework and provider specific control parameters (i.e. environment variables).  Man pages have been further updated to reflect the intended behavior of APIs, where the intent was unclear or confusing.

There are no plans to release an rc2 unless testing reveals a need.  All provider developers should validate their provider with their target applications.  The target release date for 1.1.0 is at the end of next week.
