[ofiwg] DS/DA - minor re-org of the relevant portions of the OFI website

As the subject line says, I have re-partitioned the DS/DA areas to better reflect the nature of the group's work.  There are now four subdirectories:
Dsda_kfabric_architecture
Dsda_meeting_minutes
Dsda_nvm
Dsda_rqmts
