[ofiwg] fabtests 1.4.0rc1 now available

In preparation for the pending libfabric 1.4.0 release, I've published a release candidate for fabtests.  It is available from:

https://github.com/ofiwg/fabtests/releases

I anticipate the libfabric 1.4.0 release by the end of the week.
