My take-away from reading the proposal was that it was focused on the latter ("increase accessibility of fabric technologies").  The proposal is just asking to use an existing working group as the branching off point.

I didn't interpret this as trying to accelerate libfabric adoption, since, technically, libfabric cannot be the solution.  It is possible it could become part of the implementation, but the solution itself must fit the C++ user community's expectations.  This is moving beyond the BoF proposal and into real discussion though.
