[ofiwg] libfabric 1.6.1 release

After the meeting this morning, I was asked if the 1.6.1 release could be made sooner (early May rather than late May).  Unless there's a strong reason why not, I will go ahead with creating a 1.6.1rc1 tomorrow and look at what release date makes sense based on testing.

Based on the 1.4 and 1.5 series, there's a reasonable chance of having a 1.6.2 release hit sometime late summer.
