[ofiwg] CPP presentation from today's ofiwg

This is the presentation with the slides that I went over today.  This should be considered a living presentation.  The intent is that it will form the basis for discussions with the ISO C++ SG when we reach the point of having an actual proposal. I.e. what decisions were made and why.
