[ofiwg] Libfabric 1.20 Release Schedule

Following the usual cadence of 3 releases per year, next libfabric release (v1.20) is expected around mid-November. Here is the timeline:


  *   Friday Nov 3, 2023:  the v1.20.x branch will be created by EOD. After the branching, any changes that target v1.20 will need to be explicitly cherry-picked to the new branch.
  *   Monday Nov 6, 2023: 1.20 RC1 is ready.
  *   If RC2 is needed, it will be ready around Monday Nov 13, 2023.
  *   Friday Nov 17, 2023: 1.20 GA. Could be earlier if no RC2 is needed.
