Notes:

RC1 for the v2.5.0 release is scheduled for March 1st. Please make sure features targeting
v2.5.0 be ready by end of February. Only critical bug fixes are expected after RC1.

Providers owners please check the provider feature matrix on the wiki page to make sure
it is accurate. Please update the page for "libfabric main" (by clicking the "edit" link) and
the latest version will be copied to a new page when v2.5.0 is released.

A few new issues were mentioned, especially #11867 regarding compilation error for cxi provider
build. HPE has already been working on that. There are concerns that the not all providers have
been tested DL build regularly. Ideally this should be part of the CI pipeline.

James Swaro (HPE) brought up two issues to discuss: (1) Need to review default configuration
options and compilation flags for libfabric to improve out-of-box experience. Among the options,
"--enable-restricted-dl" is especially useful for better runtime performance. (2) Should we
consider the idea of a standardized binary build for libfabric? This is complicated, binaries are
often tied to the distro. An independent binary release working everywhere is unlikely to be
    achievable.
