[Openib-windows] [patch] ib_al.h, new tool: vstat

Attached herein two patch files, now include copyrights where needed as
well: 
1. Comment fix for ib_al.h file, so that roboDoc tool may generate html docs
out of documentation.
2. A new tool called vstat, which queries the HCA and the ports status and
prints it out. Used for status trace and tests environments. Type vstat for
short description or vstat -v for more details.
 
We'd appreciate your review and check in to the inc (ib_al.h) and tools
(vstat) directories upon acceptance.
