[Openib-windows] [ANNOUNCE] new MR and CQ limit test

I just checked in a unit-test that pushes the limits of MR creation, CQ
allocation, and CQ resize.  It is available in tests\limits, and creates a
binary named ib_limits.exe

The test will:
- allocate memory and register it until either allocation or registration fails,
then repeat 1000 times for good measure.
- create CQs until creation fails, then 1000 more times for good measure.
- same as above CQ creation test, but for each CQ, resize until resize fails,
then 100 more times per CQ for good measure.

I created these test cases to debug issues during some of the WSD WHQL tests.  I
may add QP and other IB resource limit tests in the future, on an as-needed
basis.
