[Openib-windows] LID change event

Hi Yossi,

I was just confusing myself.  After thinking about it enough I
understand what the patches are doing.  Please go ahead and commit them,
including the duplicate LID in the receive path.

Is there some bug in OpenSM that would cause it to reassign LIDs?  I
would expect that in a 16-node cluster, a single node going down and
coming back up would not cause the whole cluster to have its LIDs
reassigned.
[Erez Cohen] - There is no bug that we know of in OSM. LID change may
result due to SM take over. We been able to reproduce this issue by
starting and stopping many SM simultaneously.
