Yes, this is an issue in XP - the link speed counter is a 32-bit
value, and 10Gbps truncated to 32-bits is 1.4Gbps.

Yes, and when they were testing the x64 version of the OS I submitted
a bug report and it got fixed.  I don't know if they have any plans to
do this in the 32-bit version.
