[Openib-windows] MTHCA perf issues

Hi Leo,

I just compared the performance of the MTHCA driver versus the MT23108
driver, and things don't look so good.  I ran the tests with WPP
enabled in UAL and the MTHCA UVP.

For small messages, the latencies are the same as with the MT23108
driver.  For larger messages, the bandwidth falls off rapidly.  Until
we have matching performance, I don't think we can replace the MT23108
driver with MTHCA for Tavor and Arbel-in-Tavor-mode devices.

Attached are the results for comparison.
