[Openib-windows] Performance tests

The following directory include 4 performance tests that were ported
from Linux.
It include :
    - send latency and bw tests ( unidirectional and bidirectional ,
RC/UC/UD)
    - RDMA write latency and bw tests ( unidirectional and bidirectional
, RC/UC)
I would like to add these tests to the tools directory.
Still there are few features needed to be add to the tests but I think
it will be good start.
