You can always add tools to the tools directory, even if they're not
complete.  With the tools added, as the submitter you are the
maintainer of those tools and can do with them what you like. :)

The only request I have is that they not be added to the automated
build until they build cleanly.  If they are already functional,
definitely add them to the build.  The more tests we can share to
quantify any change in performance the better.
