[Openib-windows] [PATCH] Remove dependency of MT23108 driver on IBAL

Hi Leonid,

Here's a patch to the MT23108 driver to remove the linker dependency on IBAL.
Since this driver is pretty much just for support due to the new MTHCA driver, I
took the easy route and just print the status code, not its text representation.
The error flow in the driver would make using the string representation much
more complicated.

Let me know if you would like any changes done and I will resubmit.  Once this
patch and the similar one for MTHCA are checked in, I will change IBAL from a
kernel DLL to a static library that only ibbus will link to.
