1) DAPL bugs
   - Max RDMA requests in flight = 4, not 8.
   - Do not lose IB completions.

2) Updated Release_notes.htm
   - typos
   - dat.conf installed to %SystemDrive%\DAT\dat.conf if
%SystemDrive%\DAT nonexistant.

3) Updated manual.htm
   - dapltest -D ib-dev-name incorrect
   - dapltest -T P needs (RR, RDMA read) or (RW, RDMA write) not SR.
   - Fast anchor links to DAPLtest & DAPLtest Examples.
