The driver models and interfaces are different.  This is a total guess, but I
would expect the time to be 50-80% of the time to develop the code from scratch.

> Does WinOF follow OFED or it is a separate working group?

These are separate groups.  Even the features between WinOF and OFED are not
similar.

> Where can I find binaries to install WinOF, and libraries and include
files for linking executables against SDP, verbs, cm?

I don't know if there's another location or other available downloads.

> Is interoperability between WinOF and OFED expected/guaranteed?
 
I would expect interoperability with any standard protocols, such as IPoIB or
SDP.  But I don't know how much testing has occurred in this area.
