[ofw] OpenSM status

Hi Fab,

I'm sorry, but Yevgeny has a lot of other activities this days, and I
don't think he will have time for Windows SM in the near future.
There is no one else from Mellanox that can work on it either.

Is there anyone that can take this tasks on him?
