[ofw] difference between mt23108 and mthca drivers

The mthca driver is the current driver for all Mellanox chips expect
connectx, so it supports the 23108 chip.

The mt23108 driver is the old VAPI driver and is currently obsolete. We
should probably remove it from the default build.
