[ofw] winverbs branch

I've added a winverbs branch to the WinOF tree.  It contains the equivalent of a
winverbs 'hello world' program: the winverbs header files, a minimal winverbs
DLL framework, a bunch of functions that return E_NOTIMPL, and a minimal test
program.

If anyone is interested in tracking the full development, it's available from
svn under branches/winverbs, but I will also post non-trivial patches for
comments.
