[ofw] error between Linux and Windows 2003

And this brings us back to, "Why aren't WinOF and OFED wire level
compatible?".
 
Is this really a huge change to make the implementations fully
compatible? What would this change break?

The ib_send_* programs are not interoperable between windows and Linux
since they are using
a different wire protocol.
