[ofw] guid2lid corrupted on server crash

This is a known problem of opensm and windows.
 
It seems that the best way to overcome it is to make sure that windows
doesn't crash.

	I've found that my Windows box crashes when I shut down the SRP
target while it's active in Windows, a la "[ofw] SRP Target Disconnect
still hangs IPoIB

However, upon rebooting, I've also noticed that my opensm service won't
start, due to a corrupted guid2lid file in C:\Windows\Temp. The Event
Log shows this:
	"The following information is part of the event: Error from
osm_opensm_init: IB_ERROR. See opensm log file for more details." 
	
	When I look at the guid2lid file, it has become binary, and if I
just delete it, the SM starts fine.
