[ofw] trunk dapl2 branch updated

The dapl2 branch under trunk/ulp has been updated to 'mirror' the common
dapl.git tree.  The dapl 2.0 code base is now fully shared between windows and
linux.  (Not all dapl providers are on both platforms, however.)

Just over 400 files were affected (modified, deleted, or added), but the
resulting structure should match those changes in branches/winverbs/ulp/dapl2.
Hopefully, I didn't skip anything during the check-in.  If anyone sees any build
issues, please let me know.
