I'm not sure we need to maintain duplicate code.  I view that as a packaging
issue.  I.e. have a common directory that gets included by both packages.  (I
don't know how you'd actually do this, but I don't see why it can't work.)

If we decide that, yeah, nodenamemap shouldn't be in complib, but there's not a
reasonable alternative at this point, that's fine, but I at least want to see if
there's something that can be done.
