[ofw] interrupt affinity

Try to set the following Registry parameters under the HCA's <HW_key>\Interrupt Management\Affinity Policy:
DevicePolicy                        to 4
AssignmentSetOverride               to the Affinity required, say 1.

Then restart the driver.
