[ofw] [Patch] [IPoIB_NDIS6_CM] Remove wrong ASSERT

The ASSERT assume that we never get a DHCP DISCOVERY msg with local MAC, while the original meaning was

not to get DHCP_INFORM message with non-local MAD.
