[Users] Building OFA OFED-3.18-2 on Redhat 6.8

Hi All.  Yes it would be benificial to have an OFED 3.18-3 to compile on Redhat 6 that is supported on the latest kernel for rhel6 2.6.32-642.6.2.el6.x86_64 that prevents the dirty-COW exploit.
