I don't think the SCM tool has anything to do with the license of the
code.  Using git to hold a tree is completely orthogonal to the
license of the code in that tree.

git trees could be hosted on openib.org but I'm not sure what the
advantage is.  It would be more of a pain for the openib.org admins,
since it's yet another server to maintain.
