Will you please help me check whether I understand the function of the
following EEPROM Command Center GUI developed by Software Forge? 

This GUI adjust the settings of the Active Optical/Copper Cable by writing
the appropriate values in EEPROM (A0h) of the cable through with an I2C to
USB adapter, correct? 
E.g.,  this GUI writes 80h to Address 98 to turn on Tx4 CDR, correct?
