[libfabric-users] How to obtain MTU and link speed with prov/psm2

Hi,

The `nic_fid` field in my `struct fi_info` is NULL. I am using the
unreliable datagram communication and I need the MTU and link speed of the
underlying NIC to decide how much data to put in each datagram and to
perform rate limiting.
