[libfabric-users] Libfabric 2.5.1rc1 is out

The release candidate for v2.5.1 is now available: https://github.com/ofiwg/libfabric/releases/tag/v2.5.1rc1

This is a bug fix release, including a fix to re-enable CUDA IPC on single GPU systems, a fix for builds with older libcxi, and others.

There won't be an rc2. The new date for GA is 4/13.
