[Ofa_boardplus] Updated Proposal on Qualifications for the Board of Directors

Attached is the updated work-in-progress proposal, amended as discussed in this morning's XWG meeting.

1.      Added a new item to choose between two methods for increasing outside representation - Slide 4

2.      Updated the existing proposal for defining the number and qualification of directors - Slide 5

a.      This one is now dependent on the results of the discussion/voting on Slide 4

3.      Added a new item for election of At-Large Directors - Slide 6

a.      This is also dependent on the results of the discussion/voting on Slide 4

It appears that Slide 4 will the central topic of the next XWG meeting, and will probably result in a Voteable motion to the next Board meeting.

Note - the first item for the next Board meeting should be a vote on the proposed ground rules (attached here for reference).  Please look this over too, I have added a bit of clarification to it.
