[Ofa_boardplus] Bylaws team -- now tasked with developing intellectual property rights (IPR)

As discussed at the last XWG meeting, the small Bylaws team Paul has been
leading is now taking on the job of developing an IPR policy for the OFA.
On the call, at least a few of you expressed interest in participating in
that work.
