[Ofa_boardplus] Motion for this week's Board meeting

Red Hat (IBM) is planning to offer the following proposal for vote at
this Thursday's OFA Board meeting (the text in the attached powerpoint
is the same, but I've included the wording here so people wouldn't have
to open the powerpoint if they didn't want to):

Proposal: The Board provides preliminary approval for the FSDP project
as outlined in the slide deck at 
https://downloads.openfabrics.org/WorkGroups/fsdpwg/. Pursuant to that,
the Board authorizes the leadership team to:

* Pursue contract negotiations with preferred vendors with the intent to
narrow the field to a recommended vendor(s) for hosting of the FSDP and
maintenance of the cluster, which will then be presented to the Board
for approval
* Engage target companies to solicit commitments to participate in the
FSDP and provide hardware for the program
