[Ofmfwg] OFMF PoC Agent as worked out for the Gen-Z Fabric

I have included an annotated set of descriptions and decisions that were made for a 2021 and 2022 Proof-of-Concept Gen-Z Fabric Agent, led by Russ.

For a Reference Agent Framework I am intending to use the Proof-of-Concept, with new items included, as a basis to communicate with the OFMF.
