[Openib-windows] two new alts tests

Hi Fab,
I've added two new tests:
    - RegisterVarMemRegions test. It's an improved RegisterMemRegion
test: it reg/dereg several times a number of regions with sizes from 1
to 2**27 bytes of size.
    - ReregisterHca test: it causes driver to re-register itself with
IBAL 
I can apply them, if you don't mind.
